Post title:                            Monitoring and Evaluation Specialist

Duty station:                       Project HOPE, TB Program in Tajikistan

Reports to:                           Program Manager 

Operational framework:

Operates: under the direction of the Program Manager in all matters.  

Responsibilities: 

• Develop M&E schedule for the project lifetime
• Collaborate with technical team to ensure proper M&E activities in drug management and in laboratory issues
• Plan monitoring visits schedule involving all technical team members
• Responsible for collection all necessary reporting information needed to confirm achieved indicators’ results
• Provide technical support to Sub Recipients of Project HOPE to ensure proper and timely data collection according to performance framework
• Conduct monitoring visits to the project’s  sites on a regular basis to review computerized and/or  paper-based system of record keeping, ensuring reports are completed accurately and on time
• Collaborate with NTP, partners and SRs in order to meet performance framework targets
• Oversee data collection at different level of National TB Program implementation on key national indicators
• Develop PU DR related to monitoring and evaluation of the program
• Participate in operational researches and other program/national surveys
• Assist in development  quarterly and annual program reports
• Participate in partners’ activities aimed at M&E system in NTP 

Requirements:

• Education Requirements:  Medical Doctor or specialist in Public Health.
• Experience:  at least 5 years of relevant work experience.
• Knowledge:  Monitoring and Evaluation Specialist must know: a. the concepts and basic requirements of the WHO recommendations for a National TB Program and DOTS;  b. monitoring procedure;  c. about all record forms, record keeping procedures, reporting requirements and the program-monitoring value of on-time, accurate, and reliable reports.
• Language Abilities:  must be able to converse, read and write in Tajik and Russian Language; conversational knowledge of English desirable;
• Leadership skills: encouraging good performance in others, communication skills, ability to work in the team and skills in problem solving.
• Must be able to schedule and conduct own work with minimal direct supervision.
• Must be able to conduct effective training, individual and classroom.
• Must be ready for frequent traveling.
